BOARD OF COMMISSIONERS MEETING

Present:  Commissioner Binder, Commissioner Hill, Commissioner Noah, Chief Billmire, Assistant Chief de Jong, Captain Swain, Jake Class, Anna Martin, Jonas Bean, Matt Caldwell & Jill Chapman.
Commissioner Binder called the meeting to order at 07:05.

Motion:  Commissioner Hill moved to approve the minutes from the November 11, 2015 meeting.

Chief Billmire read the financial report.
 
Motion:  Commissioner Noah moved to accept the financial report and approve payment of all bills.

OLD BUSINESS:
 
Chief Billmire and the Commissioners had a lengthy discussion on the different health care options that the committee presented to the Commissioners.
 
REPORTS:
MONTHLY REPORT:  Chief Billmire reviewed the Monthly Report.
 
EMS: Captain Swain reported on EMS.
 
PREVENTION/INSPECTION:  Assistant Chief de Jong reported on prevention and inspection.
 
TRAINING:  Chief Billmire reported on training.
 
VOLUNTEERS:  Matt Caldwell and Jonas Bean reported on volunteers.
 
APPARATUS/EQUIPMENT:  Captain Swain reported on apparatus.
 
ADMINISTRATION:  Chief Billmire reported on administration.
 
LOCAL 4564:  Jonas Bean reported on local 4564.
 
NEW BUSINESS:
 
Chief Billmire discussed with the Commissioners a proposal for a new hire.
 
Commissioner Binder made a motion to go into executive session, Idaho Statue 67-2345 (a)(c).

Motion carried:  adjourned to executive session at 08:58.
 
Commissioner Binder called the public meeting back to order at 11:19.
 
Commissioner Noah made a motion to give the Commissioners blessing on the McCall Fire District hiring two additional medics for the two shifts that don’t already have two medics.

Commissioner Noah made a motion that the Chief go back to the Union regarding the health insurance proposals.  The Commissioner’s preference is to go with Select Health option #1 and that the employees continue to pay $25.00 per dependent on a monthly basis and the District will continue to cover the $250.00 deductible.  Health insurance discussions will reopen in August for review; the Commissioners will likely be asking for additional employee contributions in the form of offsetting the premiums and or deductable.
